    The Road and Motorway Directorate started the construction of Frýdek-Místek bypass and the connection of D56 motorway to the D48.

PURPOSE OF THE CONSTRUCTION

The construction of the "D48 Frýdek-Místek - Bypass Phase I" will help with the removal of the last urban section along the D48 motorway. The construction and the relocation of "D56 Frýdek - Místek, connection to the D48" will ensure the completion of the entire D56 motorway.

The subject of the contract is the construction of the first phase of the “D48 Frýdek-Místek, bypass” which is a part of a set of constructions on the I/48 road and the construction of a ring road D56 which will complete the Frýdek-Místek bypass.

Set of constructions on I/48 solves the capacity issues of the dual carriageway D48 from Bělotín via Hranice na Moravě, Frýdek-Místek to Český Těšín. Road D48 is included in the E 462 European road network and is also a part of 6th trans-European corridor within the TEN-T network.

The construction of the "D48 Frýdek-Místek - Bypass Phase I" will help with the removal of the last urban section along the D48 motorway. The completion of the Bypass Phase I and its phase II will mean a continual road from MÚK Rychaltice to Český Těšín. The D48 motorway is an important western-eastern traffic artery within the Moravian-Silesian region. In a broader context, it is a carriageway linking the southern part of the Moravian-Silesian region with Central Moravia on one hand and Poland on the other.

The D 48 bypass is a new dual carriageway designed in the D category of 25.5/120 for a length of 8.566 km..

The construction of the first part of the Frýdek-Místek bypass includes the individual structures of "D48 Frýdek-Místek, bypass - phase I" from ZÚ for 4.250 km and the route "D56 Frýdek-Místek, connection to D48 " for a length of 2.184 km.

The construction and the relocation of "D56 Frýdek - Místek, connection to the D48" will complete the entire D56 motorway and is construction wise and traffic wise closely related to the construction the "D48 Frýdek-Místek, bypass". The D56 motorway is an important northern-southern oriented traffic artery within the Moravian-Silesian region. In the broader context, it is a carriageway linking Ostrava with an attractive recreational site around the Šance water reservoir in the Moravian-Silesian Beskydy Mountains and Beskydy Mountains in general. It also allows the connection between Ostrava and the Slovak Republic through the border crossings Horní Bečva-Makov or Bílá-Klokočov. However, this road currently leads through a continuous urban development of the town of Frýdek-Místek with numerous crossroads and transport links to the adjacent area.

Relocations of local roads and utility networks are parts of the construction.

Construction D48 Frýdek-Místek, bypass - 1st phase together with the realization of the D56 construction Frýdek-Místek connection to the D48 deals with relocation of the existing I/48 and I/56 roads out of the densely built-up areas of Frýdek-Místek. Both of these existing roads currently lead through the built-up area of the city where they negatively affect the quality of the environment and the safety of road and pedestrian traffic.

These are roads with heavy traffic with all its negative effects on the surrounding environment (noise, emissions, traffic safety). There is a great threat not only to the safety of the inhabitants of the town and surrounding villages but also their health due to the noise and the exhausts. The D56 motorway is designed as a dual carriageway, D category road 25.5/80, 2.184 km long and the D48 is designed with a D25.5/120 length of 4.250 km.

The Frýdek-Místek passage produces negative noise impacts on the surrounding residential development with civic amenities and is a source of frequent traffic accidents. No less serious is the near full capacity of the carriageway.
In order for this carriageway to be perceived as a high quality one and to relieve the city centre traffic it is necessary to relocate the I/48 road from the centre to the outside of the built-up area. The construction will improve the environment for the citizens of Frýdek-Místek, it will increase safety and the fluency and the speed of the traffic.

CONSTRUCTION PROJECT SCHEDULE

Construction of D48 Frýdek-Místek, bypass - phase I and D56 Frýdek-Místek, connection to D48 will be realized simultaneously. On August 11, 2017, the Ministry of Transport issued a construction permit for twelve construction sites, which covers a part of the Frýdek-Místek by-pass for a length of 2.3 km. The construction permission for the next five construction sites was issued in October 2017.
The ceremonial opening of the construction of the 1st phase of the bypass and the construction of the D56 Frýdek-Místek, connection to D48 took place on 22 May 2018. In early August 2018 the Ministry of Transport rejected the objection of the Children of the Earth against the construction permit of the second phase of the Frýdek-Místek bypass. It is expected this part will be started in autumn 2018.
